In Kazakhstan 10 million hectares of agricultural land were returned to the state
10 MILLION HECTARES OF UNUSED AND ISSUED WITH VIOLATIONS OF AGRICULTURAL LAND ARE RETURNED TO THE STATE
Of these, 2.8 million hectares have already been redistributed among local farmers and regional residents. In addition to the 10 million hectares of returned land, the owners of 3.4 million hectares of previously unused land have begun to develop it.
The return of 10 million problematic agricultural lands to the state was an order of the Head of State, voiced in his Address to the people of Kazakhstan. The government fulfilled it for 2022-2023. Today, the Ministry of Agriculture continues to implement a set of tasks for the rational use of the country’s strategic resource. And one of the main ones is to reduce the shortage of pastures around settlements in rural districts.
In 2023, the interactive map Jerkarta.gharysh.kz was updated, which now reflects the locations and areas of all returned agricultural land. Work has also been completed on entering into the interactive map data on the location of areas experiencing a shortage of pasture lands. This will make it possible to clearly see the whole picture of the region, taking into account the returned plots of land, to provide land for pastures where necessary.
The EGKN IS was launched for paperless provision of services and automation of the procedure for providing land plots. The information system operates in the public domain and allows users to select a site on a public cadastral map to submit an application to local executive bodies for the granting of rights to it. In Astana, Almaty, Shymkent, cities of regional and district significance, an electronic procedure for the provision of land plots has been legislatively introduced. Digital agricultural maps are being created. In total, by the end of 2023, 145 million hectares of agricultural land have been digitized, which is 77% of the area occupied by agricultural land in our country. The complete digitization of agricultural land is planned to be completed in 2025.
The quality and rational use of land will be monitored by a specially created state institute - RSE "GIPROSEM". The enterprise will conduct economic assessment, land monitoring, soil, geobotanical, agrochemical soil surveys. After the digitization of all agricultural lands is completed, a separate open electronic map will be created with the qualitative characteristics of soils and the feeding capacity of pastures.
At the same time, an important factor in the implementation of this order was the work carried out by the Zher Amanaty party commission, created under the AMANAT party. The commission, among other things, carried out work to control the redistribution of returned lands.
